Integration of Private Steel Resources

In2017, private steel enterprises continued to adhere to supply-side structuralreforms, deepening the de-capacity and structure adjustment, substandard steelbanning and continuous optimization of the operating environment of steelindustry. They have made important progresses in resource optimization, mergersand acquisitions, and enterprise integration, and completed a substantialachievement in transformation and upgrading which have created conditions forachieving high-quality transformation and sustainable development. In 2017,private enterprises produced 471 million tons of crude steel and 703 milliontons of steel. According to the analysis of China Chamber of Commerce forMetallurgical Enterprises, the operation of private steel enterprises presentsthere characteristics. Firstly, the annual increase is 0.6% lower than thenational average level. National crude steel output was up to 832 million tonswith a year-on-year growth of 5.7%, while that of private steel enterprises was5.1%. Secondly, the proportion of crude steel output decreased by 2%. Itsproportion accounting to steel output decreased from 58.53% to 56.53% whichchanged the year by year output upward trend of private steel enterprises.Thirdly, steel output decreased by 6.74 million tons, decreased by 1%. Comparedwith 0.8% growth of national steel output, it is 1.8% lower. The output ofcrude steel in key enterprises among private enterprises was 299 million tons,with a year-on-year growth of 7.45% ; the output of steel products was 290million tons, with a year-on-year growth of 7.96%. The output of crude steel inother small enterprises was 171 million tons, with a year-on-year growth of1.26%; steel output was 414 million tons, with a year-on-year decrease of6.36%, namely 28,110,000 tons which indicate that production capacity began toconcentrate to the dominant enterprises, the effects of unstandard steel banningare further manifested, and the phenomenon “bad money driving out goodmoney”has been suppressed.
